Taxpayer Workforce Modernization Act
Summary
H.R. 7972 would require the Internal Revenue Service to create a fellowship program designed to recruit qualified data scientists from the private sector. These data scientists would work alongside tax law specialists and experts within the IRS to modernize how the agency handles tax administration. The program would focus on developing advanced analytics, statistical models, and data analysis techniques to improve core IRS functions including taxpayer services and enforcement activities. The data scientists would support audit operations, help identify offshore tax evasion, train junior IRS employees in data analytics, review and improve existing uses of artificial intelligence in tax administration, and provide recommendations for increasing audit effectiveness and efficiency. The bill would also require the IRS to analyze the program's return on investment, including any predicted revenue increases from the task force's work and operational improvements in taxpayer service. This bill is currently in the early stages of the legislative process and has been referred to the House Committee on Ways and Means.
