Protecting American Streaming and Innovation Act

This bill would direct the U.S. Trade Representative to investigate Canada's Online Streaming Act within 30 days of enactment to determine whether it discriminates against or unfairly burdens American streaming companies. The investigation would assess whether Canada's law, which requires foreign streaming platforms to contribute to Canadian cultural content production and meet discoverability requirements, violates U.S. trade agreements. If the investigation finds Canada's practices are discriminatory, the Trade Representative would be authorized to take retaliatory action, which could include suspending trade benefits or imposing tariffs on Canadian goods. The bill is supported by major streaming companies and Hollywood studios who argue that Canada's law unfairly targets American digital service providers while giving preferential treatment to Canadian companies.
