To amend title 38, United States Code, to allow the sworn affidavit of a veteran who served in combat during the Korean War or an earlier conflict to be accepted as proof of service-connection of a disease or injury alleged to have been incurred or aggravated by such service.

This bill would allow veterans who served during the Korean War or earlier conflicts to use a sworn affidavit as formal proof that an injury or illness was caused by their military service. Under this proposal, the Department of Veterans Affairs would be required to accept the veteran’s written statement as evidence for disability benefits, provided there is no clear evidence contradicting their claim. This change aims to help older veterans secure benefits in cases where official military records may be missing, incomplete, or destroyed.
