Expanded Food Safety Investigation Act of 2025
Summary
The Expanded Food Safety Investigation Act of 2025 would grant the Food and Drug Administration authority to request access to concentrated animal-feeding operations (large-scale confined animal farms) to conduct microbial sampling. The FDA could request such access when it determines sampling is necessary to investigate foodborne illness outbreaks, determine outbreak causes, or address other public health needs. Large animal operations would be required to provide reasonable access for sampling of plants, animals, water, and environmental areas, with penalties imposed on operations that refuse.
If enacted, data collected through this sampling would be shared with the Department of Agriculture and state and federal public health agencies to help detect, investigate, and prevent foodborne illness. For citizens, this could mean faster identification of contamination sources during food safety crises and potentially improved oversight of large animal farming operations. The bill is currently in committee and has not yet been voted on by the full House.
