To amend title 38, United States Code, to add Diabetes Mellitus (Type 2) to the list of diseases presumed to be service-connected for veterans exposed to certain herbicide agents.

H.R. 862 would expand the list of medical conditions that the Department of Veterans Affairs (VA) automatically recognizes as being caused by military service for certain veterans. Specifically, it would establish a "presumption of service connection" for Type 2 diabetes in veterans who were exposed to herbicides, such as Agent Orange, while serving in the Republic of Vietnam.

For affected veterans, this change would simplify the process of qualifying for disability benefits, as they would no longer be required to provide individual proof that their diabetes was directly caused by their military service. If enacted, this bill would allow these veterans to receive monthly compensation and access to VA healthcare specifically for the management of Type 2 diabetes.
