To amend title 49, United States Code, to grant Puerto Rico eligibility to issue commercial driver's licenses, and for other purposes.

This bill makes Puerto Rico eligible to issue commercial driver's licenses. It also directs the Federal Motor Carrier Safety Administration to work with Puerto Rico on obtaining full compliance with commercial driver's license requirements.
