To amend the September 11th Victim Compensation Fund of 2001 to provide for the liquidation of blocked assets of terrorists and terrorist organizations in order to reimburse the Treasury for the compensation of claimants.

Amends the September 11th Victim Compensation Fund of 2001 to authorize the President to vest and liquidate blocked assets associated with terrorism and its support and use the proceeds to reimburse the Treasury for compensation of claimants under such Act.
