To amend title 5, United States Code, to establish election day in Presidential election years as a legal public holiday, and for other purposes.

Establishes Presidential Election Day, the Tuesday next after the first Monday in November in 2004 and each fourth year thereafter, as a legal public holiday.

Expresses the sense of Congress that private employers in the United States should give their employees such day off to enable them to vote.
