Summary
Amends the Safe and Drug-Free Schools and Communities Act of 1994 (which is part A of title IV of the Elementary and Secondary Education Act of 1965) to establish provisions for Effective Prevention Program Implementation through a program of technical assistance grants for comprehensive prevention of violence, criminal and delinquent behavior, substance abuse, and other problem behaviors.
Authorizes the Secretary of Education to provide such grants to States that meet specified requirements to implement prevention programs that meet a high scientific standard of program effectiveness. Requires: (1) State distribution of program funds through competitive grants to local educational agencies (LEAs); and (2) LEA use of funds for comprehensive prevention programs.
