Consumer Rental Purchase Agreement Act

This bill establishes national consumer protection standards for rent-to-own transactions, where consumers lease merchandise with the option to eventually own it. It requires retailers to clearly disclose the total cost of ownership, the amount of each payment, and any additional fees before a contract is signed. Additionally, the bill protects consumers by prohibiting certain predatory practices, such as requiring customers to waive their legal rights or agree to automatic wage deductions as a condition of the rental.
