(Sec. 102) Authorizes health professional training grant appropriations through FY 2007. Authorizes the Secretary of Health and Human Services to make grants to train primary care physicians and other health professionals in obesity and eating disorder identification, treatment, and prevention.
Title II: Community-Based Solutions to Increase Physical Activity and Improve Nutrition - (Sec. 201) Amends the Public Health Service Act to direct the Secretary, through the Centers for Disease Control and Prevention, to make grants (four-year maximum) to eligible entities to promote increased physical activity and improved nutrition through: (1) community-based activities; (2) school-based activities; and (3) health care delivery systems. Permits grant targeting to at-risk populations, including youth, adolescent girls, and health disparity and underserved populations. Authorizes grant priority for entities that provide matching contributions. Requires the Director of the Centers to report on program effectiveness within six years of enactment of this Act. Defines specified terms. Authorizes appropriations through FY 2008, with specified set-asides for eating disorder activities.
(Sec. 202) Authorizes the Secretary, acting through the National Center for Health Statistics, to: (1) provide for collection and analysis of data to determine child and youth fitness and energy expenditure levels, including data collected as part of the National Health and Nutrition Examination Survey; (2) make grants to States, public entities, and nonprofits to further such data collection and analysis; and (3) provide grantees with technical assistance.
(Sec. 203) Establishes reporting requirements respecting: (1) health disparities; (2) obesity research; and (3) the national campaign to change children's health behaviors and reduce obesity.
(Sec. 204) Permits the use of preventive health and health services block grants for healthy eating and exercise education programs.
