Departments of Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 2002 - Makes appropriations for FY 2002 for the Departments of Commerce, Justice, and State, the judiciary, and related agencies.

Title I: Department of Justice - Department of Justice Appropriations Act, 2002 - Makes appropriations for the Department of Justice for: (1) general administration, including for a Joint Automated Booking System, office-automation expenses of specified organizations, conversion to narrowband communications, port security, administrative review and appeals, the Federal Detention Trustee, and the Office of the Inspector General; (2) the U.S. Parole Commission; (3) legal activities, including for the antitrust activities, the Offices of U.S. Attorneys, the U.S. Trustee Program, the Foreign Claims Settlement Commission, the U.S. Marshals Service (including for replacement aircraft and Federal prisoner detention), fees and expenses of witnesses, the Community Relations Service, and certain uses of the Assets Forfeiture Fund; (4) radiation exposure compensation administrative expenses and payment to the Radiation Exposure Compensation Trust Fund; (5) interagency crime and drug enforcement; (6) the Federal Bureau of Investigation; (7) the Drug Enforcement Administration; (8) the Immigration and Naturalization Service; (9) the Federal prison system; (10) Office of Justice programs, including for State and local law enforcement assistance and the Executive Office for Weed and Seed; and (11) community oriented policing services, including for juvenile justice programs and public safety officers' benefits.

Sets forth authorized uses of, and limitations on, such funds.

(Sec. 109) Amends the Immigration and Nationality Act to impose a three dollar entry fee on cruise ship passengers if the passenger's journey originated in: (1) Mexico; (2) Canada; (3) a State, territory, or possession of the United States; or (4) any adjacent island.

(Sec. 111) Amends the Victims of Crime Act of 1984 to make sums from the Crime Victims Fund available for a Victim Notification System.

Title II: Department of Commerce and Related Agencies - Department of Commerce and Related Agencies Appropriations Act, 2002 - Makes appropriations for the Department of Commerce for FY 2002 for: (1) the Office of the U.S. Trade Representative; (2) the International Trade Commission; (3) the International Trade Administration; (4) export administration and national security activities; (5) the Economic Development Administration; (6) minority business development; (7) economic and statistical analysis programs; (8) the Bureau of the Census; (9) the National Telecommunications and Information Administration; (10) public telecommunications facilities planning and construction grants; (11) information infrastructure grants; (12) the U.S. Patent and Trademark Office; (13) the Under Secretary for Technology-Office of Technology Policy; (14) the National Institute of Standards and Technology, including amounts for the Manufacturing Extension Partnership and for construction of new research facilities; (15) the National Oceanic and Atmospheric Administration, including an amount for procurement, acquisition, and construction of capital assets; (16) restoration of Pacific salmon populations; (17) the Coastal Zone Management Fund; (18) the Fishermen's Contingency Fund; (19) the Foreign Fishing Observer Fund; (20) the fisheries finance program account; and (21) departmental management, including the Office of Inspector General.

Sets forth authorized uses of, and limitations on, such funds.

Title III: The Judiciary - Judiciary Appropriations Act, 2002 - Makes appropriations for: (1) the U.S. Supreme Court, including for care of the building and grounds; (2) the U.S. Court of Appeals for the Federal Circuit; (3) the U.S. Court of International Trade; (4) the courts of appeals, district courts, and other judicial services, including for defender services, fees of jurors and commissioners, and court security; (5) the Administrative Office of the U.S. Courts; (6) the Federal Judicial Center; (7) judicial retirement funds; and (8) the U.S. Sentencing Commission.

Sets forth authorized uses of, and limitations on, such funds.

Title IV: Department of State and Related Agency - Department of State and Related Agency Appropriations Act, 2002 - Makes appropriations for the Department of State for FY 2002 for: (1) administration of foreign affairs, diplomatic and consular programs; (2) the Capital Investment Fund; (3) the Office of Inspector General; (4) educational and cultural exchange programs; (5) representation allowances; (6) protection of foreign missions and officials; (7) U.S. embassy security, construction, and maintenance; (8) emergencies in the diplomatic and consular service; (9) the repatriation loans program account; (10) the American Institute in Taiwan; (11) the Foreign Service Retirement and Disability Fund; (12) international organizations, conferences, peacekeeping, and commissions; (13) the Asia Foundation; (14) the Eisenhower Exchange Fellowships, Incorporated; (15) the Israeli Arab Scholarship Program; (16) the Center for Cultural and Technical Interchange Between East and West, Hawaii; and (17) the National Endowment for Democracy.

Makes appropriations for the Broadcasting Board of Governors for FY 2002 for international broadcasting operations (including broadcasting to Cuba) and capital improvements.

Sets forth authorized uses of, and limitations on, funds appropriated under this title.

(Sec. 403) Bars the use of funds made available in this Act by the Department of State or the Broadcasting Board of Governors to provide assistance to the Palestinian Broadcasting Corporation.

(Sec. 404) Enacts into law S. 787 (Conflict Diamonds Act of 2001) of the 107th Congress (as introduced on April 26, 2001).

(Sec. 405) Bars funds appropriated for the United Nations (UN) to be used by it for the promulgation or enforcement of any treaty, resolution, or regulation authorizing the UN, or any of its specialized agencies or affiliated organizations, to tax any aspect of the Internet or international currency transactions.

(Sec. 406) Bars funds appropriated by this Act or any other Act for FY 2002 or any fiscal year thereafter to be obligated or expended for: (1) the operation of a U.S. consulate or diplomatic facility in Jerusalem unless it is under the supervision of the U.S. Ambassador to Israel; and (2) the publication of any official Government document which lists countries and their capital cities unless it identifies Jerusalem as the capital of Israel.

(Sec. 408) Requires the Secretary of State, upon request of the citizen, to record his or her place of birth as Israel for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem.

Title V: Related Agencies - Makes appropriations for the: (1) Maritime Administration for maritime security, operations and training, and the maritime guaranteed loan program; (2) Commission for the Preservation of America's Heritage Abroad; (3) Commission on Civil Rights; (4) Commission on Ocean Policy; (5) Commission on Security and Cooperation in Europe; (6) Congressional-Executive Commission on the People's Republic of China; (6) Equal Employment Opportunity Commission (EEOC); (7) Federal Communications Commission; (8) Federal Maritime Commission; (9) Federal Trade Commission; (9) Legal Services Corporation; (10) Marine Mammal Commission; (11) United States Securities and Exchange Commission; (12) Small Business Administration, including amounts for the Office of Inspector General and business and disaster loans; (13) State Justice Institute; and (14) United States-Canada Alaska Rail Commission. Sets forth authorized uses of, and limitations on the use of, such funds.

Title VI: General Provisions - Sets forth limitations on the use of funds under this Act.

(Sec. 604) Establishes in the Department of Justice the position of Deputy Attorney General for Combating Terrorism, who shall be appointed by and with the advice and consent of the Senate. Requires the Deputy Attorney General, together with the Deputy Director of the Federal Emergency Management Agency, to develop a National Strategy for Combating Domestic Terrorism. Makes appropriations.

(Sec. 605) Declares that, unless the Appropriations Committee of both Houses of Congress are notified in advance, none of the funds provided under this Act, or provided under previous appropriations Acts to the agencies funded by this Act that remain available for obligation or expenditure in FY 2002, or provided from any accounts in the Treasury of the United States derived by the collection of fees available to the agencies funded by this Act, shall be available for obligation or expenditure through a reprogramming of funds which: (1) creates new programs; (2) eliminates a program, project, or activity; (3) increases funds or personnel by any means for any project or activity for which funds have been denied or restricted; (4) relocates an office or employees; (5) reorganizes office, programs, or activities; or (6) contracts out or privatizes any functions, activities presently performed by Federal employees.

Declares that, unless the Appropriations Committee of both Houses of Congress are notified in advance, none of the funds provided under this Act, or provided under previous appropriations Acts to the agencies funded by this Act that remain available for obligation or expenditure in FY 2002, or provided from any accounts in the Treasury derived by the collection of fees available to the agencies funded by this Act, shall be available for obligation or expenditure for activities, programs, or projects through a reprogramming of funds in excess of $500,00 or ten percent, whichever is less, that: (1) augments existing programs, projects, or activities; (2) reduces by ten percent funding for any existing program, project, or activity, or numbers by ten percent as approved by Congress; or (3) results from any general savings from a reduction in personnel which would result in a change in existing programs, activities, or projects as approved by Congress.

(Sec. 606) Amends Federal law to increase the amount of funds available to automate or otherwise improve the immigration inspection process at airports.

(Sec. 608) Amends specified Federal law to make permanent a prohibition against the obligation or expenditure of funds it appropriates to increase any salary of any Federal judge or Justice of the Supreme Court, except as may be authorized.

(Sec. 609) Prohibits the use of funds made available in this Act to: (1) enforce any EEOC guidelines covering harassment based on religion when such guidelines do not differ from proposed guidelines of October 1, 1993; (2) pay for costs incurred in operating certain diplomatic or consular posts in Vietnam or increasing the number of personnel assigned to such posts until the President makes a specified certification; or (3) provide specified personal comforts in the Federal prison system.

(Sec. 610) Prohibits the funds made available by this Act from being used for any United Nations (UN) undertaking when: (1) it is a peacekeeping mission; (2) it will involve U.S. armed forces under the command or operational control of a foreign national; and (3) the President's military advisors have not submitted to the President a recommendation that such involvement is in U.S. national security interests and the President has not submitted to Congress such a recommendation.

(Sec. 614) Prohibits the use of funds by the Federal Bureau of Prisons to make available to a prisoner commercially published information or material that is sexually explicit or features nudity.

(Sec. 616) Bars funds appropriated under any law from being used for: (1) the implementation of any tax or fee in connection with any criminal background check system that implements requirements under the Federal criminal code in connection with certain restrictions on the transfer of firearms; or (2) any such system that does not result in the destruction of information submitted by persons determined not to be prohibited from owning a firearm.

(Sec. 617) Delays the obligation of amounts deposited or available in the Crime Victim Fund in any fiscal year in excess of a certain amount from being available for obligation until the following fiscal year.

(Sec. 618) Prohibits funds appropriated or otherwise made available to the Department of State and the Department of Justice from being available for the purpose of granting either immigrant or nonimmigrant visas, or both, consistent with the Secretary's determination under applicable provisions of the Immigration and Nationality Act, to citizens, subjects, nationals, or residents of countries that the Attorney General has determined deny or unreasonably delay accepting the return of citizens, subjects, nationals, or residents under such provisions.

(Sec. 619) Bars funds made available to the Department of Justice in this Act from being used to transport a maximum or high security prisoner other than to a prison or other facility certified by the Federal Bureau of Prisons as appropriately secure for housing such a prisoner.

(Sec. 620) Amends the Commerce, Justice, and State, the Judiciary, and Related Agencies Appropriations Act, 1996 to redefine the terms of service for certain Government financed attorneys.

(Sec. 621) Extends for an additional five years the Federal law entitled "An Act to approve a governing international agreement between the United States and the Republic of Poland, and for other purposes."

Directs the Pacific State Marine Fisheries Commission to report to specified congressional committees on the health and management of the Dungeness Crab fishery.

Title VII: Rescissions - Rescinds a specified amount of unobligated balances of the Department of State earmarked for contributions for international peacekeeping activities.
