Summary
The Whole-Home Repairs Act of 2025 would create a federal pilot program administered by the Department of Housing and Urban Development to help eligible homeowners and landlords make necessary repairs to their properties. The bill would provide grants to homeowners with household incomes at or below 80 percent of the area median income or 200 percent of the federal poverty line, and would offer potentially forgivable loans to landlords who own fewer than 10 rental properties. Repairs covered would address safety, accessibility, energy efficiency, and general habitability concerns.
Under the proposed program, local organizations would administer the repairs with funding from HUD. Homeowners would receive grants up to a specified maximum amount per unit, while landlords would receive loans that could potentially be forgiven. Landlords receiving loans would be required to maintain affordable rental rates, comply with accessibility standards, and offer lease extensions to current tenants. The pilot program would run from 2025 through 2030, with HUD authorized to spend up to 25 million dollars from existing funds.
