Summary
Directs the Secretary of Energy to submit to the congressional defense and appropriations committees a plan for conducting an interim counterintelligence polygraph program consisting of periodic polygraph examinations of Department of Energy employees, or contractor employees, who have or may have access to Restricted Data or Sensitive Compartmented Information. Requires the Secretary, within six months after obtaining the results of a polygraph review conducted by the Division of Behavioral and Social Sciences and Education of the National Research Council of the National Academy of Sciences, to prescribe requirements for a Department counterintelligence polygraph program.
Amends the Department of Energy Facilities Safeguards, Security, and Counterintelligence Enhancement Act of 1999 to repeal the existing Department polygraph program.
Directs the Administrator for Nuclear Security to submit to Congress recommendations for necessary legislative action to enhance the Department's personnel security program.
