Summary
Amends the Omnibus Crime Control and Safe Streets Act of 1968 to authorize: (1) a State to use residential substance abuse treatment grant amounts to provide non-residential substance abuse treatment aftercare services for State prisoners, subject to specified requirements and certification by the State's chief executive officer; and (2) not less than ten percent of the total amount made available to a State for residential substance abuse treatment for State prisoners to be used for grants to local correctional facilities in the State to assist jail-based substance abuse treatment programs. Limits the Federal share (with respect to the latter) to 75 percent of the total program cost.
