Summary
Directs the Administrator of the Federal Aviation Administration to implement programs to provide security screening for all aircraft operations conducted with respect to any larger aircraft (with a maximum certified takeoff weight of more than 12,500 pounds) and any smaller aircraft (12,500 pounds or under) that are not operating under security procedures prescribed by the Administrator. Authorizes a waiver of such requirement to aircraft that can be operated safely without such a program.
Prohibits a person or entity from selling, leasing, or chartering an aircraft to an alien, or any other individual specified by the Secretary of Transportation, within the United States unless the Attorney General certifies completion of a background investigation of the alien (or other individual) that meets specified requirements.
