HOPE for HOMES Act of 2021

The HOPE for HOMES Act of 2021 aims to lower home energy costs and reduce carbon emissions by providing financial incentives for energy-efficient upgrades. The bill would establish a federal grant program to train contractors in modern "green" retrofitting techniques and create a Home Energy Savings Retrofit Rebate Program. Under this program, homeowners could receive rebates ranging from $2,000 to $4,000—or more for low-to-moderate-income households—to help offset the costs of installing energy-efficient appliances, insulation, and HVAC systems.
