IBEM Act of 2025
Summary
The International Bridge and Port of Entry Modernization Act of 2025, or IBEM Act, aims to simplify the process for obtaining presidential permits required for cross-border infrastructure. It proposes to amend the International Bridge Act of 1972 to remove certain time limits on permitting and expand the law's scope to explicitly include land ports of entry along both the U.S.-Mexico and U.S.-Canada borders. By standardizing these rules, the bill seeks to create a more uniform approach to developing the infrastructure that supports international trade.
If enacted, the bill would specifically instruct federal officials to focus on foreign policy interests rather than environmental reviews under the National Environmental Policy Act (NEPA) when deciding whether to issue a presidential permit. While environmental reviews would still be required before actual construction or expansion begins, they would no longer be a factor in the initial permit approval stage. Supporters suggest this change would reduce bureaucratic delays and expedite projects intended to modernize trade corridors and boost the economy in border communities.
