Summary
Amends the Solid Waste Disposal Act to prohibit any person from importing, transporting, or exporting municipal solid waste (MSW), for final disposal or incineration, in violation of the Agreement Concerning the Transboundary Movement of Hazardous Waste between the United States and Canada, signed at Ottawa on October 28, 1986.
Directs the Administrator of the Environmental Protection Agency to perform the functions of the Designated Authority of the United States with respect to the importation and exportation of MSW under the Agreement and to implement and enforce the Agreement.
Sets forth factors for consideration in the Administrator's determinations of whether to consent to importation.
Provides procedures for issuance of compliance orders, assessment of civil penalties, and conduct of public hearings.
