HALT Act of 2021

The Hastening Arms Limitations Talks (HALT) Act of 2021 proposes a federal ban on funding for any explosive nuclear weapons testing that produces a physical yield. Under this bill, the President would only be permitted to conduct such a test if they provide a detailed report to Congress on the current state of the U.S. nuclear stockpile and receive formal approval through a joint resolution from Congress. Additionally, the bill establishes a national policy for the United States to lead international negotiations aimed at reducing global nuclear armaments and preventing an arms race.
