Southcentral Foundation Land Transfer Act of 2025

S. 2098 would transfer ownership of the Quyana Clubhouse, a federal property located in downtown Anchorage, Alaska, from the Department of Health and Human Services to the Southcentral Foundation (SCF). The transfer would occur within two years of the bill's enactment if passed. SCF is an Alaska Native tribal health organization that provides healthcare services to Alaska Native beneficiaries under a federal self-governance compact.

If enacted, this transfer would allow SCF to secure financing and build a new, modernized facility to replace the current Quyana Clubhouse. The organization operates the clubhouse as a behavioral health program serving Alaska Native people with mental health and substance use challenges. Supporters argue the property transfer would enable SCF to expand services, improve healthcare delivery, and create jobs in the Anchorage area.

The bill is currently under consideration by the Senate Committee on Indian Affairs, which held hearings on the legislation in February 2026. The bill has not yet been voted on by the full Senate.
