REUSE Act of 2025
Summary
The REUSE Act of 2025 would direct the Environmental Protection Agency to conduct a comprehensive study on reuse and refill systems within two years of enactment. Reuse and refill systems are mechanisms that allow products and beverage containers to be safely and conveniently reused or refilled multiple times by consumers and producers, rather than being discarded after single use.
The EPA report would examine the feasibility and best practices for implementing these systems across various sectors including food service, consumer products, cleaning supplies, personal care items, transportation, shipping, and educational institutions. The study would evaluate different types of reuse systems suitable for various scales of operation, methods to ensure equitable distribution across communities of different sizes, potential job creation opportunities, economic costs and benefits for businesses, and existing barriers that hinder widespread implementation.
In preparing the report, the EPA would be required to consult with relevant stakeholders involved in reuse and refill systems and consider information from existing programs at state and local government levels as well as foreign countries. The overall purpose would be to support environmental sustainability by better understanding and promoting systems that allow products to be reused multiple times, potentially reducing waste and encouraging a more sustainable economy.
