PICTURES Act

S. 2125, the PICTURES Act (Prying Into Chinese Tyrants' Unreported Riches, Earnings, and Secrets Act), would direct the Office of the Director of National Intelligence to prepare a comprehensive report on the financial wealth and assets of senior Chinese Communist Party leadership. The report would cover top officials including General Secretary Xi Jinping and senior members of the Central Committee, Politburo, and Politburo Standing Committee, with particular focus on assets held overseas or concealed through financial intermediaries. The bill would require the report to include photographic evidence where available to document the wealth and corruption of these officials. The legislation builds on an earlier intelligence report issued in March 2025 and aims to inform U.S. national security and foreign policy decisions by exposing what supporters characterize as the hypocrisy of communist leaders accumulating vast personal wealth. The bill is currently in committee and has not yet been voted on by the full Senate.
