FAIR Contributions Act

The FAIR Contributions Act would require the Federal Communications Commission (FCC) to conduct a formal study on how to sustain the Universal Service Fund, which subsidizes broadband access for rural areas, low-income households, and schools. Specifically, the bill directs the FCC to examine the feasibility of requiring "edge providers"—large digital platforms and streaming services that generate high volumes of internet traffic—to contribute to the fund.
