Polluters Pay Climate Fund Act of 2025

The Polluters Pay Climate Fund Act of 2025 aims to establish a massive federal fund to address the impacts of climate change. The legislation proposes to collect $1 trillion over a 10-year period by imposing mandatory assessments on the world’s largest fossil fuel producers and refiners. These fees would specifically target companies—both domestic and foreign-owned operating in the U.S.—that were responsible for more than one billion tons of carbon dioxide emissions between 2000 and 2022. The amount each company pays would be proportional to its historical contribution to global greenhouse gas emissions.

If enacted, the revenue would be used to support a variety of climate-related projects across the country. This includes upgrading public infrastructure to withstand extreme weather, providing disaster assistance for climate-related events, and funding efforts to transition to renewable energy. The bill also specifies that at least 40% of the fund's investments must benefit "environmental justice communities," which are areas disproportionately affected by pollution and climate-related hazards.
