Summary
Community Protection from Chemical Terrorism Act - Amends Clean Air Act provisions concerning access to information about the consequences of hazardous substances releases to: (1) revise definitions to cover criminal releases; (2) expand the definition of "off-site consequence analysis information"; (3) prohibit availability under the Freedom of Information Act of such information obtained or developed by the Administrator of the Environmental Protection Agency; (4) prohibit public access to such information other than read-only access that does not disclose or allow the identity or location of a facility; (5) state conditions for access by State or local official users to stationary source information; (6) prohibit disclosure to the public by an official user except to the extent that the disclosure is for official use or otherwise authorized under these provisions; and (7) revise requirements for an evaluative report by the Attorney General.
Amends the Emergency Planning and Community Right-To-Know Act of 1986 to require inclusion of representatives of national or local environmental organizations in local emergency planning committees.
