Urban Canal Modernization Act
Summary
The Urban Canal Modernization Act would amend federal law to provide financial assistance for maintaining irrigation canals that have become surrounded by urban development. The bill would define an urban canal of concern as a canal where failure could endanger more than 100 people, and would authorize the Secretary of the Interior to perform extraordinary maintenance and repair work on these canals. If enacted, the federal government would cover 35 percent of the costs for such work on a non-reimbursable basis, while the remaining costs would be advanced by the federal government but repaid by the entity that operates the canal. The bill is currently under consideration by the Senate Committee on Energy and Natural Resources and has not yet been voted on by the full Senate. Many western irrigation canals were originally built in rural areas but are now surrounded by homes, schools, and other urban infrastructure, creating unexpected maintenance challenges and safety concerns that existing funding mechanisms do not adequately address.
