Summary
Wellstone Corporate Responsibility Act of 2003 - Amends the Homeland Security Act of 2002 to allow the President to waive, for any specific contract, the prohibition against Federal contracts with foreign incorporated entities that are treated as inverted domestic corporations only if the President certifies to Congress that the waiver is required in the interest of national security (currently, if the Secretary determines that the waiver is required in the interest of homeland security, to prevent the loss of any jobs in the United States, or to prevent the Government from incurring any additional costs).
