Sets forth the environmental goals of the plan, including: (1) reducing phosphorous inputs and toxic contamination; (2) controlling nonnative nuisance species; (3) protecting sources of drinking water; (4) restoring wildlife and habitat; (5) shoreline protection; and (6) protecting and promoting recreational and economic activity.
Directs the Committee to implement the program and review the plan at least every five years. Authorizes the Administrator to make grants to implement plan management strategies.
Requires the Secretaries of Agriculture, the Interior, and Commerce to support the implementation of the program with assistance from existing Federal programs concerning: (1) agricultural nonpoint source pollution; (2) watersheds; (3) habitat protection and restoration; (4) management of fisheries and marine resources, including nuisance aquatic species; and (5) cultural and natural resources.
States that existing authorities remain unaffected by this program. Authorizes appropriations for FY 2003 through 2007.
Amends the Water Resources Development Act of 2000 to include Hamilton County in the Lake Champlain watershed.
Authorizes the Army Corps of Engineers to conduct remote sensing and develop a geographic information system for the basin by the Cold Regions Research and Engineering Laboratory.
Sets forth criteria for accepting in-kind services and conservation or wetlands reserve program funds as part of the non-Federal share of cost-sharing.
