HUD Transparency Act of 2025
Summary
The HUD Transparency Act of 2025 would require the Inspector General of the Department of Housing and Urban Development to testify before Congress every year by October 1st. This is the first time such an annual requirement would be formally established. The Inspector General would present testimony on efforts to detect and prevent fraud, waste, and abuse; the office's ability to conduct audits and investigations; actions to help HUD's programs succeed; recommendations for improving efficiency and accountability; whether HUD has sufficient resources to carry out its mission; and any other ongoing activities deemed appropriate.
The testimony would be delivered to two congressional committees: the House Committee on Financial Services and the Senate Committee on Banking, Housing, and Urban Affairs. Supporters argue that this regular reporting requirement would help Congress exercise better oversight of HUD, which manages over $77 billion in annual discretionary spending and employs over 9,000 full-time employees. The bill aims to ensure that taxpayer dollars are spent responsibly and that housing programs are administered effectively.
