Libby Health Care Act

Libby Health Care Act - Establishes in the Treasury of the United States the "Montana Asbestos Related Disease Health Care Trust Fund" (the "Trust Fund"), to be administered by the Secretary of the Treasury. States that the Trust Fund shall consist of: (1) appropriated sums; (2) transfers from certain payments to the United States; and (3) contributions from individuals, businesses, or non-profit organizations.

Permits funds to be disbursed from the Trust Fund only for medical benefit payments. Declares as eligible to receive funds an individual who: (1) has an asbestos-related disease or illness and an expense related to services for the diagnosis or treatment of such disease or illness; and (2) either was a worker at the vermiculite mining and milling facility in Libby, Montana, or lived, worked, or played in Libby, Montana, for at least 6 consecutive months before December 31, 1990.

Limits to $100,000 the aggregate amount that can be disbursed to an individual from the Trust Fund. Allows individuals who obtain medical benefits payments under this Act to receive other benefits, including specified benefits under the Social Security Act.
