Communities Combating College Drinking and Drug Use Act

Communities Combating College Drinking and Drug Use Act - Directs the Secretary of Education to make matching grant allotments to applicant States to enhance or establish statewide coalitions to reduce the usage of drugs and alcohol by college students both on campus and in the surrounding community at large.

Requires such a statewide coalition to be formed in cooperation with at least half of the institutions of higher education within the State, and with local communities, nonprofit groups, community anti-drug or anti-alcohol coalitions, and other substance abuse prevention groups within the State.
