Summary
The Tracking and Restricting Adversarial Circumvention of Embargoes Act of 2025 would require the Director of National Intelligence to submit a comprehensive report within 180 days analyzing China's purchases of Iranian oil and financial transactions supporting Iran's ballistic missile program since 2020. The report would specifically examine methods China uses to evade sanctions, such as shell companies, transshipment points, and other concealment techniques, as well as transfers of chemical precursors and materials fueling Iran's missile arsenal.
Following receipt of the intelligence report, the Secretary of the Treasury would have six months to determine whether China is engaged in sanctionable activities and report those findings to Congress. The legislation aims to provide Congress with transparency about how China allegedly circumvents existing sanctions and enables Iran's weapons programs, with the goal of strengthening enforcement and holding what sponsors describe as malign actors accountable.
