EFFECTIVE Food Procurement Act
Summary
S. 3471, the EFFECTIVE Food Procurement Act, would reform how the U.S. Department of Agriculture purchases food for federal nutrition programs serving children, seniors, and communities. The bill would require USDA to prioritize purchasing from small-scale farmers, socially disadvantaged producers, and businesses that meet standards for sustainability, worker well-being, and environmental protection. Currently, USDA food contracts are concentrated among a small number of large corporations, and the bill seeks to diversify the supplier base.
If enacted, the bill would direct USDA to establish purchasing targets and report on progress toward increasing the percentage of food bought from covered producers and sustainable sources. The legislation would also provide technical assistance and support to help smaller producers meet USDA contract requirements. The bill would apply to food purchased for school meals, senior nutrition programs, food banks, and other federal food assistance programs that rely on USDA commodities.
The bill is currently in committee and has not yet been voted on by the full Senate. It would require presidential signature to become law.
