Summary
The Promoting Innovation and Offering the Needed Escape from Exhaustive Regulations (PIONEER) Act aims to create a nationwide "regulatory sandbox" program. This program would allow individuals and businesses to apply for temporary waivers of specific federal agency rules and guidance for up to two years. The goal of the legislation is to encourage economic growth and innovation by reducing the regulatory burden on companies testing new technologies or business models, similar to programs already established in states like Utah.
To manage this process, the bill would establish a new Office of Regulatory Relief within the Office of Information and Regulatory Affairs (OIRA). This office would oversee applications and coordinate with federal agencies to determine which regulations can be safely waived. While participating in the sandbox, businesses would still be required to protect consumer health and safety. The bill includes safeguards that allow the government to revoke a waiver if a business poses a significant risk to the public or fails to comply with the program's terms.
If enacted, the bill would also require the government to report annually to Congress on the program's impact. These reports would include recommendations on which regulations should be permanently repealed or amended based on the results of the sandbox tests. Businesses would be allowed to renew their waivers up to four times, potentially operating under modified rules for a total of 10 years while the government evaluates the long-term effects of the regulatory relief.
