Gambling Addiction Recovery, Investment, and Treatment Act
Summary
S. 454 would establish federal grant programs to help states address gambling addiction. The Substance Abuse and Mental Health Services Administration (SAMHSA) would receive funding to distribute grants to states for gambling addiction treatment and recovery services. Additionally, the National Institute on Drug Abuse would be authorized to provide grants for research into gambling addiction causes and treatments.
The bill would fund these programs through FY2034 using revenue from the federal excise tax on state-authorized sports betting and other wagering activities. Grant distribution to states would follow the same allocation formula used for existing substance use disorder block grants. The bill would also require a report to Congress evaluating how well these new programs work at reducing gambling addiction and improving treatment outcomes.
If enacted, this legislation could expand access to gambling addiction treatment services in states and advance scientific understanding of gambling disorder. Currently in committee, the bill has not yet been voted on by the full Senate.
