This bill would expand the 1984 Equal Access Act to include public elementary schools, extending a policy that currently only applies to public secondary schools. Under this proposal, any public elementary school that receives federal funding and allows non-curriculum related student groups to meet on campus would be prohibited from discriminating against any student group based on its religious, political, or philosophical viewpoints. In practice, this means that if an elementary school allows clubs like the Scouts or a chess club to meet after hours, it would also be required to allow student-led religious or advocacy groups the same access to school facilities.
