Summary
Amends Federal law relating to the provision of mental health services to veterans to: (1) make permanent (currently ends December 31, 2004) a program under which the Secretary of Veterans Affairs provides counseling and treatment for sexual trauma; (2) increase from five to 15 the number of authorized Department of Veterans Affairs centers for mental illness research, education, and clinical activities; (3) increase funding for each of FY 2004 through 2006 for the provision of specialized mental health services to veterans; and (4) provide a specified allocation of such funding, including for programs on post-traumatic stress disorder and substance abuse disorder.
