Summary
Child Protection/Alcohol and Drug Partnership Act of 2003 - Amends part B (Child Welfare- Services) of title IV of the Social Security Act to authorize the Secretary of Health and Human Services to award grants to eligible State and Indian tribe applicants to promote joint activities among Federal, State, and local public child welfare and alcohol and drug abuse prevention and treatment agencies that focus on families with alcohol or drug abuse problems. Requires such activities to: (1) increase the capacity of both the child welfare system and the alcohol and drug abuse prevention and treatment system to address the needs of such families to improve child safety, family stability, and permanence; and (2) promote recovery from alcohol and drug abuse problems.
