Summary
Health Care Safety Net Oversight Act of 2003 - Amends title XI of the Social Security Act to add a new part D to establish the Safety Net Organizations and Patient Advisory Commission to: (1) conduct an ongoing review of the health care safety net programs; and (2) report annually to Congress, the Comptroller General, and the Secretary of Health and Human Services on the health care needs of the uninsured and the financial and infrastructure stability of the core health care safety net of the United States based on such review.
