Stop Secret Spending Act of 2025
Summary
The Stop Secret Spending Act of 2025 would expand transparency requirements for federal government spending. Specifically, it would require federal agencies to report expenditures on other transaction agreements (OTAs) to the USAspending.gov website, a public database where citizens can view how federal funds are spent. Other transaction agreements are special types of contracts that federal agencies use for research and development work, and they are currently exempt from many standard federal procurement rules and regulations.
Under the bill, the Department of the Treasury would need to automatically transmit data about these agreements to USAspending.gov within three years and ensure the information is presented in a centralized, easy-to-find location. Additionally, the Treasury would be required to publish an annual report showing the total amount of federal spending that has not yet been posted online and explaining why certain spending data is not disclosed, such as when it involves national security or classified information. The bill also directs agency inspectors general to report to Congress every two years on the quality and completeness of federal spending data.
