Community Character Act of 2002

Community Character Act of 2002- Directs the Secretary of Commerce to establish a program of grants to States and tribal governments to promote comprehensive land use planning at the State, tribal, and local levels.

Allows use of grant funds for technical assistance (including development of land use planning legislation), providing funding for local government units to carry out land use planning activities, or acquiring equipment or information technology to facilitate such activities.

Requires the Inspector General of the Department of Commerce to report to Congress on this program within three years of enactment.

Authorizes appropriations. Earmarks not less than five percent of the funds for eligible tribal governments.
