An original concurrent resolution setting forth the congressional budget for the United States Government for fiscal year 2016 and setting forth the appropriate budgetary levels for fiscal years 2017 through 2025.

Establishes the congressional budget for the federal government for FY2016 and sets forth budgetary levels for FY2017-FY2025.

TITLE I--RECOMMENDED LEVELS AND AMOUNTS

Subtitle A--Budgetary Levels in Both Houses

(Sec. 1101) Recommends levels and amounts for FY2016-FY2025 for federal revenues, new budget authority, budget outlays, deficits, public debt, and debt held by the public.

(Sec. 1102) Recommends levels of new budget authority and outlays for FY2016-FY2025 for each major functional category, including:

Subtitle B--Levels and Amounts in the Senate

(Sec. 1201) Recommends Senate levels for FY2016-FY2025 for Social Security revenues, outlays, and administrative expenses.

(Sec. 1202) Recommends Senate levels of new budget authority and outlays for FY2016-FY2025 for U.S. Postal Service discretionary administrative expenses.

TITLE II--RECONCILIATION

(Title II includes reconciliation instructions directing congressional committees to submit deficit reduction legislation to the budget committees. Under the Congressional Budget Act of 1974, reconciliation bills are considered by Congress using expedited legislative procedures that prevent a filibuster and restrict amendments in the Senate.)

(Sec. 2001) Includes reconciliation instructions directing the Senate Finance Committee and the Senate Health, Education, Labor, and Pensions Committee to each submit to the Senate Budget Committee legislation to reduce the deficit by at least $1 billion over the FY2016-FY2025 period. Requires the legislation to be submitted by July 24, 2015.

Creates a point of order in the Senate against considering reconciliation legislation, pursuant to Section 2001, that would increase the public debt limit during the period of FY2016-FY2025. Permits the point of order to be waived by a two-thirds vote of the Members duly chosen and sworn.

(Sec. 2002) Includes reconciliation instructions directing the House Education and Workforce Committee, the House Energy and Commerce Committee, and the House Ways and Means Committee to each submit to the House Budget Committee legislation to reduce the deficit by at least $1 billion over the FY2016-FY2025 period. Requires the legislation to be submitted by July 24, 2015.

Requires the chairman of the House Budget Committee to use the baseline underlying the Congressional Budget Office's (CBO's) March 2015 update to the Budget and Economic Outlook: 2015 to 2025 (January 2015) when estimating the costs of legislation. Permits the chairman to determine whether adjustments to the baseline made after this resolution is adopted should be used. Permits the chairman to revise budgetary levels and allocations to reflect the impact of reconciliation legislation.

Requires the House committees directed to submit reconciliation legislation to determine the most effective methods for repealing the Affordable Care Act.

TITLE III--BUDGET ENFORCEMENT

Subtitle A--Budget Enforcement in Both Houses

(Sec. 3101) Revises the existing Senate point of order against legislation that would increase long-term deficits. Applies the point of order to legislation that would cause a net increase in on-budget deficits in excess of $5 billion in any of the 4 consecutive 10-year periods beginning with the first fiscal year that is 10 years after the budget year provided for in the most recently adopted budget resolution. (The existing Senate long-term deficit point of order applies to deficits rather than on-budget deficits.)

Exempts Senate legislation for which the chairman of the Senate Budget Committee has made adjustments to the allocations, levels, and limits in this resolution, pursuant to the deficit-neutral reserve fund included in Section 4303(1) for legislation relating to the full repeal of the Affordable Care Act.

Establishes a point of order in the House against legislation with a net effect of increasing direct spending by more than $5 billion in any of the four consecutive ten-year periods beginning with the first fiscal year that is 10 years after the budget year provided for in the most recently adopted budget resolution.

Exempts House legislation for which the chairman of the House Budget Committee has made adjustments to the allocations, levels, or limits contained in this concurrent resolution pursuant to sections 4501, 4502, or 4503, which establish deficit-neutral reserve funds for health care legislation, including the repeal of the Affordable Care Act.

(Sec. 3102) Provides the appropriations committees with separate allocations for Overseas Contingency Operations/Global War on Terrorism and specifies procedures for enforcing and adjusting the allocations.

(Sec. 3103) Establishes a point of order restricting the inclusion of certain changes in mandatory programs (CHIMPs) in appropriations legislation for FY2016-FY2019. Limits CHIMPs that reduce budget authority but do not decrease outlays to $19.1 billion for FY2016, $19.1 billion for FY2017, $17 billion for FY2018, and $15 billion for FY2019.

(Sec. 3104) Establishes a point of order against full-year FY2016 appropriations legislation that includes changes in mandatory programs that affect the Crime Victims Fund and exceed $10.8 billion for FY2016.

(Sec. 3105) Requires CBO, upon request of the chairman of either the House or Senate Budget Committees to include an estimate of the current actual or estimated market values representing the ''fair value'' of assets and liabilities in estimates for certain federal credit programs under the Federal Credit Reform Act of 1990. Requires CBO to provide fair-value estimates for legislation related to a housing, residential mortgage, or student loan program. Permits the chairman of the House Budget Committee to use the estimates to determine compliance with the Congressional Budget Act of 1974 and other budget enforcement controls. Permits the Senate to use the estimates only for informational purposes.

(Sec. 3106) Provides directions regarding the scoring of legislation relating to a transition from the paper dollar to the dollar coin.

(Sec. 3107) Requires CBO to provide estimates of the budgetary effects over FY2016-FY2045 for legislation increasing discretionary spending limits or transferring amounts from the general fund of the Treasury to the Highway Trust Fund. (Most CBO estimates are currently provided over a 5- or 10-year period.)

(Sec. 3108) Requires CBO to provide projections of federal revenues, outlays, and deficits for the 30-year period beginning with the budget year in its required annual update to the Budget and Economic Outlook.

(Sec. 3109) Directs CBO to provide estimates of outlay changes during the second and third decade of enactment of legislation if: (1) either of the budget committee chairs requests the estimate, or (2) the legislation has an outlay impact in excess of 0.25% of the U.S. gross domestic product during the first decade or in the tenth year.

(Sec. 3110) Prohibits increases in Federal National Mortgage Association (Fannie Mae) and Federal Home Loan Mortgage Corporation (Freddie Mac) guarantee fees from being used to determine budgetary impacts for evaluating budget points of order. (Fannie Mae and Freddie Mac purchase mortgages and charge the fees to guarantee the payment of principal and interest. This section prevents the fee increases from being used to offset provisions that increase the deficit in determining whether a budget point of order applies to legislation.)

(Sec. 3111) Requires CBO to include in deficit projections a one-page statement that: (1) summarizes and categorizes total outlays, receipts, surpluses, and deficits on a unified basis; and (2) includes subtotals for outlays for mandatory and discretionary programs; outlays, payroll tax revenue, and offsetting receipts for Social Security and for Medicare; the surplus or deficit of revenues over outlays for Social Security and Medicare; and revenues.

(Sec. 3112) Directs CBO and the Joint Committee on Taxation (JCT) to provide estimates of the macroeconomic effects of major legislation. (These estimates are frequently referred to as dynamic scoring and include estimates of the budgetary effects from changes in economic output, employment, capital stock, interest rates, and other macroeconomic variables resulting from the legislation. In the Senate, the estimates would be provided for informational purposes only.)

Subtitle B--Budget Enforcement in the Senate

(Sec. 3201) Extends procedures in the Senate for waivers and appeals of specified budget points of order with a vote of three-fifths of the Members duly chosen and sworn (currently 60 votes) through September 30, 2025.

Makes Senate points of order against legislation violating Pay-As-You-Go (PAYGO) rules or increasing the short-term deficit permanent. (The PAYGO point of order prohibits the consideration of legislation that would cause or increase an on-budget deficit over specified time periods. The short-term deficit point of order applies to legislation that would cause a net increase in the deficit in excess of $10 billion in any fiscal year provided for in the most recently adopted budget resolution unless it is fully offset over the period of all fiscal years provided for in the most recently adopted budget resolution.)

(Sec. 3202) Updates the existing point of order against advanced appropriations to conform to the new budget window. (Under the resolution, an advanced appropriation is any new budget authority provided in appropriations legislation for FY2016 that first becomes available after FY2016, or any new budget authority provided in appropriations legislation for FY2017 that first becomes available after FY2017. The point of order limits advanced appropriations to specified accounts and prohibits total advanced appropriations from exceeding $28.852 billion in new budget authority in each fiscal year).

(Sec. 3203) Increases the vote threshold for waiving points of order against legislation with unfunded intergovernmental mandates from a simple majority to three-fifths of Members duly chosen and sworn (currently 60 votes).

(Sec. 3204) Repeals the Senate point of order against reconciliation legislation that would increase the deficit or reduce a surplus.

(Sec. 3205) Establishes a Senate point of order against voting on passage of legislation unless the CBO cost estimate was available on CBO's website at least 28 hours before the vote.

(Sec. 3206) Applies to the Senate a House point of order protecting savings in reconciliation legislation from amendments that increase the deficit.

(Sec. 3207) Provides directions to CBO regarding the scoring of certain energy savings contracts.

(Sec. 3208) Authorizes the chairman of the Senate Budget Committee to adjust aggregates, allocations, levels, and limits included in this resolution if legislation is enacted that permits adjustments to discretionary spending limits to accommodate wildfire suppression funding.

Subtitle C--Budget Enforcement in the House of Representatives

(Sec. 3301) Prohibits the House from considering legislation in FY2016 that reduces the actuarial balance of the Social Security trust funds below specified levels.

(Sec. 3302) Requires transfers of funds from the general fund of the Treasury to the Highway Trust Fund to be counted as new budget authority and outlays in the year the transfer occurs.

(Sec. 3303) Authorizes the chairman of the House Budget Committee to adjust committee allocations and levels in this resolution if legislation decreases direct spending in any fiscal year and authorizes appropriations for the same purpose.

(Sec. 3304) Prohibits advanced appropriations unless: (1) the appropriation is provided for an account listed as an exception in the report accompanying this resolution, and (2) total advanced appropriations do not exceed $63.271 billion for veterans accounts and $28.852 billion for other accounts in FY2017. (Under this resolution, an advanced appropriation is any new discretionary budget authority provided in appropriations legislation for the fiscal year following FY2016.)

(Sec. 3305) Requires the House of Representatives to assess the implementation of section 3207 of this concurrent resolution through a collaborative assessment with the Senate and CBO of the appropriate scorekeeping methodology for energy savings performance contracts.

Subtitle D--Other Provisions

(Sec. 3401) Directs congressional committees to review programs within their jurisdiction to identify waste, fraud, abuse, or duplication and increase the use of performance data to inform committee work. Directs the committees to include recommendations for improved governmental performance in their annual views and estimates reports submitted to the budget committees.

(Sec. 3402) Provides that the discretionary administrative expenses of the Social Security Administration and the U.S. Postal Service are reflected in the allocation to the appropriations committees to ensure that the committees retains control over the expenses through the annual appropriations process. Requires the administrative expenses to be included in the cost estimates for appropriations legislation for budget enforcement purposes.

(Sec. 3403) Sets forth procedures for adjustments of the allocations and aggregates included in the budget resolution.

(Sec. 3404) Permits the chairmen of the budget committees to adjust levels and allocations in this budget resolution to reflect changes in concepts and definitions.

(Sec. 3405) Declares that the provisions in this title are promulgated under the rulemaking powers of the House and Senate with full recognition of the constitutional right of either chamber to change those rules.

TITLE IV--RESERVE FUNDS

Establishes reserve funds that permit the chairmen of the budget committees to revise the committee allocations, budgetary aggregates, and other levels in the budget resolution to accommodate legislation that meets specified conditions.

Subtitle A--Reserve Funds in Both Houses

(Sec. 4101) Establishes a deficit-neutral reserve fund for legislation relating to policies and programs to reduce poverty and increase opportunity and upward mobility for struggling Americans, without adversely impacting job creation or increasing the deficit over the FY2106-FY2020 or the FY2016-FY2025 periods.

Subtitle B--Reserve Funds in the Senate

(Reserve funds in this subtitle provide the chairman of the Senate Budget Committee with flexibility in applying budget enforcement rules to legislation that meets specified criteria. Deficit-neutral and spending-neutral reserve funds permit the chairman to make the adjustments if the legislation meets the specified criteria and does not increase the deficit over designated time periods. Revenue increases are permitted to be used as an offset in deficit-neutral reserve funds, but not in spending-neutral reserve funds. Deficit-reduction reserve funds permit the chairman to make adjustments to ensure that savings achieved in legislation are used for deficit reduction.)

(Sec. 4301) Establishes a spending-neutral reserve fund for legislation relating to increasing the pace of U.S. economic growth and private sector job creation without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-2025 periods.

(Sec. 4302) Establishes a deficit-neutral reserve fund for legislation relating to enhanced funding for national security or domestic discretionary programs if the legislation would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4303) Establishes a deficit-neutral reserve fund for legislation relating to repealing or replacing the Affordable Care Act and the health care related provisions of the Health Care and Education Reconciliation Act of 2010 if the legislation would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4304) Establishes a deficit-neutral reserve fund for legislation relating to improving access to affordable health care for low-income children, including the Children's Health Insurance Program (CHIP), if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4305) Establishes a deficit-neutral reserve fund for health legislation relating to the requirement to purchase or provide health insurance; expiring health care provisions; the September 11th attacks at the World Trade Center, the Pentagon, and Shanksville crash site; medical research, innovation, and safety; or program integrity initiatives if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4306) Establishes a deficit-neutral reserve fund for legislation relating to child nutrition programs, replacing ineffective policies and programs with evidence-based alternatives that improve the welfare of vulnerable children, or protecting children from sexual predators if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4307) Establishes a deficit-neutral reserve fund for legislation relating to the improvement of the delivery of benefits and services to veterans and servicemembers if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4308) Establishes a deficit-neutral reserve fund for legislation relating to reforming the tax code, extending expiring tax relief provisions, innovation and manufacturing jobs, or operations and administration of the Department of the Treasury if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4309) Establishes a deficit-neutral reserve fund for legislation relating to investment in the infrastructure of the United States, including programs that expedite the deployment of broadband to rural areas, if the legislation does not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods and does not include transfers from other trust funds. Permits transfers from the general fund of the Treasury that are offset.

(Sec. 4310) Establishes a deficit-neutral reserve fund for legislation relating to federal spending on civil air traffic control services if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4311) Establishes a deficit-neutral reserve fund for trade legislation that would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4312) Establishes a deficit-neutral reserve fund for legislation relating to the administration of disability benefits and the improved employment of disabled workers if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4313) Establishes a deficit-neutral reserve fund for legislation that amends the Higher Education Act of 1965 if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4314) Establishes a spending-neutral reserve fund for energy legislation that does not raise new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4315) Establishes a deficit-neutral reserve fund for legislation revising environmental statutes to promote job growth if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4316) Establishes a spending-neutral reserve fund for legislation relating to improving flood control, expanding opportunities for commercial navigation, improving the environmental restoration of the nation's waterways, assisting states with drought prevention plans, strengthening waterborne commerce, or the authority of the Department of the Interior to designate funds for rural water projects and Indian irrigation and water settlement projects without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4317) Establishes a spending-neutral reserve fund for legislation relating to reducing reliance on mineral imports or deducting amounts for mineral revenues payable to states without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4318) Establishes a spending-neutral reserve fund for legislation relating to the Surface Mining Control and Reclamation Act of 1977 without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4319) Establishes a spending-neutral reserve fund for legislation relating to increasing timber production from federal lands and providing funding to local governments until timber production levels increase, decreasing forest hazardous fuel loads, improving stewardship contracting, or reforming the budgeting process for wildfire suppression operations without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4320) Establishes a spending-neutral reserve fund for legislation relating to the Payments In Lieu of Taxes (PILT) program without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4321) Establishes a spending-neutral reserve fund for legislation relating to regulatory relief for small financial firms, improvements in the effectiveness of the financial regulatory framework, enhancements in oversight and accountability of the Federal Reserve System, and expansions in access to capital markets without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4322) Establishes a deficit-neutral reserve fund for legislation relating to improving the processing of earnings reports for the Supplemental Security Income and Social Security Disability Insurance programs if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4323) Establishes a spending-neutral reserve fund for legislation relating to the implementation of agreements between the United States and nations with whom it maintains a Compact of Free Association without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4324) Establishes a spending-neutral reserve fund for legislation relating to protecting payments to rural hospitals and creating sustainable access for rural communities without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4325) Establishes a spending-neutral reserve fund for legislation relating to encouraging state Medicaid demonstration programs to promote independent living and integrated work for the disabled without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4326) Establishes a spending-neutral reserve fund for legislation relating to payments to pharmacists for the provision of services under Medicare without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4327) Establishes a spending-neutral reserve fund for legislation relating to supporting and improving community health centers without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4328) Establishes a spending-neutral reserve fund for legislation relating to the funding of independent agencies, which may include subjecting the Consumer Financial Protection Bureau to the regular appropriations process, without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4329) Establishes a deficit-neutral reserve fund for legislation relating to 529 college savings plans if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4330) Establishes a deficit-neutral reserve fund for legislation relating to the security of the overseas diplomatic facilities of the United States if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4331) Establishes a deficit-neutral reserve fund for legislation relating to expanding, enhancing, or otherwise improving science, technology, engineering, and mathematics if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4332) Establishes a deficit-neutral reserve fund for legislation relating to investment in the manufacturing sector in the United States if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4333) Establishes a spending-neutral reserve fund for legislation relating to benefits for aliens without legal status in the United States, which may include prohibiting qualification for certain tax benefits, without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4334) Establishes a deficit-reduction reserve fund for legislation achieving savings through the elimination, modification, or the reduction in frequency of reports required of federal agencies if the legislation reduces the deficit over either the FY2016-FY2020 or the FY2016-FY2025 periods. Permits the chairman to adjust the Senate's Pay-As-You-Go (PAYGO) ledger to ensure that the savings achieved are used only for deficit reduction.

(Sec. 4335) Establishes a deficit-neutral reserve fund for legislation relating to addressing heroin, methamphetamine, and prescription opioid abuse if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4336) Establishes a deficit-neutral reserve fund for legislation relating to strengthening the civilian workforce if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4337) Establishes a deficit-neutral reserve fund for legislation relating to improving Department of Defense financial management if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4338) Establishes a deficit-neutral reserve fund for legislation relating to improving federal workforce development, job training, and reemployment programs if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4339) Establishes a deficit-neutral reserve fund for legislation relating to energy efficiency, the Low Income Home Energy Assistance Program (LIHEAP), federal land and water conservation programs, or the reduction of duplicative federal green building programs if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4340) Establishes a deficit-neutral reserve fund for legislation relating to the Department of Justice, which may include ending the Operation Choke Point program, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4341) Establishes a deficit-neutral reserve fund for legislation relating to prohibiting the federal government, except in the case of natural disasters, from providing funds to state and local governments to prevent receivership, facilitate exit from receivership, or to prevent default on its obligations by a state government, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4342) Establishes a deficit-neutral reserve fund for legislation relating to improving the health outcomes and lowering the costs of caring for medically complex children in Medicaid if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4343) Establishes a deficit-neutral reserve fund for legislation relating to maintaining and enhancing access, choice, and accountability in veterans care through the Veterans Choice Card program if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4344) Establishes a deficit-neutral reserve fund for legislation relating to promoting equal pay if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4345) Establishes a deficit-neutral reserve fund for legislation submitted to Congress by the President to protect current beneficiaries of the Social Security program and prevent the insolvency of the program if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4351) Establishes a deficit-neutral reserve fund for legislation relating to increasing access to higher education for low-income Americans through the Pell Grant program if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4354) Establishes a spending-neutral reserve fund for legislation relating to prohibiting the federal government from requiring states to adopt the Common Core State Standards and allowing states to opt out of the Standards without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4355) Establishes a spending-neutral reserve fund for legislation relating to the disposal of federal land that is not within the boundaries of a national park, preserve, or monument without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4356) Establishes a spending-neutral reserve fund for legislation relating to funding for the United Nations Arms Trade Treaty prior to ratification and adoption of implementing legislation without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4357) Establishes a deficit-neutral reserve fund for legislation relating to Iran, including efforts to reimpose waived sanctions or impose new sanctions if the President cannot certify that Iran is complying with the Joint Plan of Action or a comprehensive agreement on Iran's nuclear program, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4358) Establishes a deficit-neutral reserve fund for legislation relating to supporting U.S. citizens held hostage in the U.S. embassy in Tehran, Iran, between November 3, 1979, and January 20, 1981, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4359) Establishes a deficit-neutral reserve fund for legislation relating to increasing employment opportunities, preventing employment discrimination, and providing accommodations for pregnant workers if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4360) Establishes a deficit-neutral reserve fund for legislation relating to changes in federal income tax laws, including eliminating the estate tax, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4361) Establishes a deficit-neutral reserve fund for legislation relating to the regulation by the Environmental Protection Agency of greenhouse gas emissions, which may include a prohibition on withholding highway funds from states that refuse to submit State Implementation Plans required under the Clean Power Plan, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4362) Establishes a deficit-neutral reserve fund for legislation relating to protecting communities, businesses, recreationists, farmers, ranchers, or other groups that rely on privately held water rights and permits from federal takings if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4363) Establishes a spending-neutral reserve fund for legislation relating to prohibiting the awarding of government construction contracts based on awardees entering or not entering into agreements with labor organizations without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4364) Establishes a deficit-neutral reserve fund for legislation relating to preventing American jobs from being moved overseas, which may include a reduction in the corporate income tax rate, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4365) Establishes a deficit-neutral reserve fund for legislation relating to reaffirming the ability of states to adopt minimum wages higher than the federal minimum wage level commensurate with the cost of living in the state if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4366) Establishes a deficit-neutral reserve fund for legislation relating to deterring the attempted migration of unaccompanied children from El Salvador, Guatemala, and Honduras into the United States if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4367) Establishes a spending-neutral reserve fund for legislation relating to critical habitat designations, which may include requiring the U.S. Fish and Wildlife Service to examine the cumulative economic effects of the designation, without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4368) Establishes a deficit-neutral reserve fund for legislation relating to any bank holding companies with over $500 billion in total assets to better protect taxpayers if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4369) Establishes a deficit-neutral reserve fund for legislation relating to ensuring that all Members of Congress, the President, the Vice President, and all political appointees procure their health insurance on the individual exchange in the same way as Americans at the same income level if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4370) Establishes a spending-neutral reserve fund for legislation relating to increasing funding for United States embassies, which may include the relocation of the U.S. Embassy in Israel from Tel Aviv to Jerusalem, without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4371) Establishes a deficit-neutral reserve fund for legislation relating to promoting the return of children who have been legally adopted by U.S. citizens from the Democratic Republic of the Congo if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4372) Establishes a deficit-neutral reserve fund for legislation relating to the development of a new nuclear-capable cruise missile by the Department of Defense and the National Nuclear Security Administration if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4373) Establishes a deficit-neutral reserve fund for legislation relating to providing tax equity for death benefits paid to the families of public safety officers who lose their lives in the line of duty if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4374) Establishes a deficit-neutral reserve fund for legislation relating to eliminating the backlog of sexual assault evidence kits if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4375) Establishes a deficit-neutral reserve fund for legislation relating to mixed oxide fuel fabrication if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4376) Establishes a deficit-neutral reserve fund for legislation relating to strengthening and reforming federal Offices of Inspectors General; reducing vacancies in the offices; and providing for improvements in the overall economy, efficiency, and effectiveness of Inspectors General if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4377) Establishes a deficit-neutral reserve fund for legislation relating to improving retirement security by easing the administrative burden on small businesses that provide retirement plans and encouraging individuals to increase their savings if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4378) Establishes a deficit-neutral reserve fund for legislation relating to improving basic science research and development programs in the United States if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4379) Establishes a deficit-neutral reserve fund for legislation relating to the Endangered Species Act of 1973, which may include requiring state conservation plans for the northern long-eared bat to be given flexibility to be successful so as to preserve and protect local and rural economies before any federal listing decision is made, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4380) Establishes a deficit-neutral reserve fund for legislation relating to increased sharing of cybersecurity threat information while protecting individual privacy and civil liberties interests if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4381) Establishes a deficit-neutral reserve fund for legislation relating to the Drug Enforcement Administration and Federal Bureau of Investigation entering into joint task forces with tribal and local law enforcement agencies if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4382) Establishes a deficit-neutral reserve fund for legislation relating to encouraging cost savings in office space used by federal agencies if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4383) Establishes a deficit-neutral reserve fund for legislation relating to providing technical assistance to small businesses and aspiring entrepreneurs through small business development centers if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4384) Establishes a deficit-neutral reserve fund for legislation relating to ensuring that medical facilities of the Department of Veterans Affairs meet the needs of women veterans if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4385) Establishes a deficit-neutral reserve fund for legislation relating to providing funding to support efficient resourcing for the Asia rebalance policy if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4391) Establishes a deficit-neutral reserve fund for legislation relating to online child sex trafficking; which may include the detection, investigation, and prosecution of the owners and operators of websites who knowingly allow the websites to be used to advertise commercial sex with children; if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4392) Establishes a deficit-neutral reserve fund for legislation relating to prohibiting the Environmental Protection Agency from proposing, finalizing, or issuing any regulation that would reduce the reliability of the electricity grid if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4393) Establishes a deficit-neutral reserve fund for legislation relating to protecting the open Internet and promoting further innovation and investment in Internet services, content, infrastructure, and technologies if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4394) Establishes a spending-neutral reserve fund for legislation relating to changing the federal regulatory process without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4395) Establishes a deficit-neutral reserve fund for legislation relating to providing coverage of virtual colonoscopies as a colorectal cancer screening test under Medicare if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4396) Establishes a deficit-neutral reserve fund for legislation relating to modernizing the triad of strategic nuclear delivery systems, the nuclear command and control system, and the nuclear weapons stockpile; and supporting related infrastructure if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4397) Establishes a deficit-neutral reserve fund for legislation relating to strengthening our national security, which may include fully funding the Biomedical Advanced Research and Development Authority and the BioShield Special Reserve Fund, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4398) Establishes a deficit-neutral reserve fund for legislation relating to the nuclear force improvement program of the Air Force if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4399) Establishes a deficit-neutral reserve fund for legislation relating to promoting economic growth and job creation by making it easier for small businesses to plan their capital investments, reducing the uncertainty of taxation, and supporting at-sea and dockside monitoring for fisheries that have received economic disaster assistance if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4400) Establishes a deficit-neutral reserve fund for legislation relating to employer penalties under the Affordable Care Act, which may include changes to the definition of "full time employee" under that Act, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4401) Establishes a deficit-neutral reserve fund for legislation relating to improving the effectiveness and efficiency of the federal regulatory process if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4402) Establishes a deficit-neutral reserve fund for legislation relating to the processing of award submissions, which may include the Internal Revenue Service whistleblower program, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4403) Establishes a deficit-neutral reserve fund for legislation relating to encouraging the increased use of performance contracting in federal facilities if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4404) Establishes a deficit-neutral reserve fund for legislation relating to improving information sharing by the Inspector General of the Department of Veterans Affairs with respect to investigations relating to substandard health care, delayed and denied health care, patient deaths, other findings that directly relate to patient care, and other management issues if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4405) Establishes a deficit-neutral reserve fund for legislation relating to alleviating disproportionate regulatory burdens on community banks and credit unions if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4406) Establishes a deficit-neutral reserve fund for legislation relating to the Corporation for National and Community Service if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4407) Establishes a deficit-neutral reserve fund for legislation relating to ensuring that all Department of Justice attorneys comply with all legal and ethical obligations in criminal prosecutions if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4408) Establishes a deficit-neutral reserve fund for legislation relating to federal investments in precision medicine and biomedical research if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4409) Establishes a deficit-neutral reserve fund for legislation relating to developing methods that ensure that Medicare beneficiaries have access to equipment like eye tracking accessories for speech generating devices and speech generating devices if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4410) Establishes a spending-neutral reserve fund for legislation relating to prioritization of the federal investment in the infrastructure of the United States on projects that are of national and regional significance and projects in high priority corridors of the National Highway System without raising new revenue if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4411) Establishes a deficit-neutral reserve fund for legislation relating to encouraging the United States' NATO allies to reverse declines in defense spending and bear a more proportionate burden for ensuring the security of NATO if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4412) Establishes a deficit-neutral reserve fund for legislation relating to the investigation and recovery of missing weapons and military equipment provided to Yemen by the United States if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4413) Establishes a deficit-neutral reserve fund for legislation relating to improving higher education data and transparency if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4414) Establishes a deficit-neutral reserve fund for legislation relating to Native children or the construction of Bureau of Indian Education schools if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4415) Establishes a deficit-neutral reserve fund for legislation relating to funding for international counter-propaganda communications in order to combat misinformation, undermine ideologies of violence and hatred, and ensure moderate voices are heard if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4416) Establishes a deficit-neutral reserve fund for legislation relating to reforming and strengthening elementary and secondary education if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4417) Establishes a deficit-neutral reserve fund for legislation relating to federal investments in scientific research and development if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4418) Establishes a deficit-neutral reserve fund for legislation relating to providing support to the government of Ukraine, which may include the provision of lethal defensive articles, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4419) Establishes a deficit-neutral reserve fund for legislation relating to underground and surface mining safety research if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

(Sec. 4420) Establishes a deficit-neutral reserve fund for legislation relating to extending the life of the Medicare Hospital Insurance Trust Fund, which may include creating a point of order against legislation that accelerates the insolvency of the Fund, if the legislation would not increase the deficit over the FY2016-FY2020 or the FY2016-FY2025 periods.

Subtitle C--Reserve Funds in the House

Establishes reserve funds that permit the chairman of the House Budget Committee to adjust the levels and allocations included in the budget resolution to accommodate health, tax reform, trade, education, retirement, transportation, and defense legislation that meets specified conditions.

(Sec. 4501) Establishes a reserve fund for legislation that consists solely of the full repeal of the Affordable Care Act and the health care related provisions of the Health Care and Education Reconciliation Act of 2010.

(Sec. 4502) Establishes a deficit-neutral reserve fund for health care reform legislation that would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4503) Establishes a deficit-neutral reserve fund for legislation that repeals Medicare spending decreases included in the Affordable Care Act or the Health Care and Education Reconciliation Act of 2010 and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4504) Establishes a deficit-neutral reserve fund for legislation that extends the Children's Health Insurance Program (CHIP) and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4505) Establishes a deficit-neutral reserve fund for legislation that reforms, expands access to, and improves graduate medical education programs and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4506) Establishes a deficit-neutral reserve fund for legislation that implements a trade agreement and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4507) Establishes a deficit-neutral reserve fund for legislation that reforms the tax code and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4508) Establishes a deficit-neutral reserve fund for legislation that decreases revenue and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4509) Establishes a deficit-neutral reserve fund for legislation that maintains the solvency of the Highway Trust Fund and would not increase the deficit over the FY2016-FY2025 period.

(Sec. 4510) Establishes a deficit-neutral reserve fund for legislation that reforms, improves, and updates the federal retirement system and would not increase the deficit over the period of FY2016-FY2025.

(Sec. 4511) Establishes a deficit-neutral reserve fund for legislation that supports specified defense activities and would not increase the deficit (without counting any net revenue increases in the legislation) over the period of FY2016-FY2025.

TITLE V--ESTIMATES OF DIRECT SPENDING IN THE HOUSE OF REPRESENTATIVES

(Sec. 5001) Provides estimates for the rate of growth in means-tested and non-means-tested direct spending and proposes changes to Medicare and Medicaid.

Subtitle A--Policy Statements in Both Houses

(Sec. 6101) States the policy of this resolution that Congress should pass and send to the states for approval a joint resolution to amend the Constitution to require an annual balanced federal budget.

(Sec. 6212) States the policy of this resolution that each authorizing committee must submit to the House Budget Committee recommendations for reductions in spending that result from oversight activities, and that each congressional committee must annually review its programs to ensure they are operating efficiently and effectively.

(Sec. 6213) States the policy of this resolution that congressional committees should identify and achieve savings for deficit reduction through the cancellation or rescission of unobligated balances.

(Sec. 6214) States the policy of this resolution that Congress must reassert its constitutional prerogative to control spending and conduct oversight by enacting legislation requiring programs funded through fees, offsetting receipts, or offsetting collections to be allocated new budget authority annually.

(Sec. 6215) States the policy of this resolution to identify savings that can be achieved through greater productivity and efficiency gains in the operation and maintenance of the House of Representatives.

(Sec. 6216) States the policy of this resolution that Congress should agree to a budget resolution every year and that compensation for Members of Congress should be withheld if either chamber has not agreed to a budget resolution by April 15, as required by the Congressional Budget Act of 1974.

(Sec. 6217) States the policy of this resolution to ensure robust funding for national defense while maintaining overall fiscal discipline and to encourage an immediate reevaluation of federal government priorities to maintain the strength of America's national security posture.
