Senator Tammy Duckworth of Illinois serves as chair of the Senate Foreign Relations Subcommittee on Multilateral International Development, Multilateral Institutions, and International Economic, Energy and Environmental Policy, and as ranking member of the Commerce, Science, and Transportation Subcommittee on Aviation Safety, Operations and Innovation. As ranking member on the aviation subcommittee, she leads the Democratic opposition and shapes the committee's work on airline safety, pilot training standards, and passenger protections. Her committee roles place her at the center of debates over transportation policy, international trade, and development assistance.
Duckworth brings distinctive expertise to these positions rooted in her military service and government experience. A former Army helicopter pilot who lost both legs in combat in Iraq in 2004, she served as director of the Illinois Department of Veterans Affairs and as assistant secretary for public and intergovernmental affairs at the U.S. Department of Veterans Affairs before her election to Congress. She also served two terms in the House of Representatives starting in 2012. Her background gives her credibility on defense, veterans, and national security matters that inform her work across multiple committees including Armed Services, Foreign Relations, and Veterans' Affairs.
As chair of the multilateral development subcommittee since 2023, Duckworth has engaged directly on international issues, including organizing meetings with Israeli defense officials regarding Gaza strategy and leading a trade mission to Taiwan in 2022 to advance U.S.-Taiwan economic cooperation. On the aviation subcommittee, she has sponsored legislation to improve reporting on complaints from disabled airline passengers and criticized proposals to reduce pilot training requirements. Her legislative record shows consistent effectiveness: the Center for Effective Lawmaking ranked her among the top five most effective Democratic senators in her first term, and she has sponsored numerous bills addressing veterans' benefits, disability rights, and transportation safety.
Duckworth holds significant standing in the Senate as the first woman reelected to that body from Illinois, the first senator to give birth while in office, and the first woman with a disability elected to Congress.
