Background
Gilbert Ray Cisneros Jr. served as a naval officer and worked as a shipping and manufacturing manager for Frito-Lay. After winning a $266 million Mega Millions jackpot in 2010, he became a philanthropist, establishing a foundation and scholarship endowments to support Latino students. He earned a Master of Arts in Urban Education Policy from Brown University and an MBA from Regis University.
Political career
Gilbert Ray Cisneros Jr. first entered Congress in 2019 representing California's 39th district after being elected in 2018. Following a term in the House, he served as the Under Secretary of Defense for Personnel and Readiness in the Biden administration from 2021 to 2023. He returned to the House of Representatives in 2025 to represent California's 31st congressional district.
