House Committee on Small Business

The House Committee on Small Business oversees the Small Business Administration and its loan programs, which provide financing and capital to entrepreneurs and small firms. The committee also has jurisdiction over federal procurement rules affecting small businesses, regulatory flexibility requirements, and paperwork reduction. It works to help small businesses compete with larger corporations and to protect them from excessive government regulation.

Bills referred to the committee follow the standard legislative process: they are assigned to the committee, reviewed in relevant subcommittees, debated and voted on in committee markup sessions, and then sent to the full House floor for consideration. The committee has five subcommittees focused on specific areas: Economic Growth, Tax, and Capital Access; Contracting and Infrastructure; Innovation, Entrepreneurship, and Workforce Development; Oversight, Investigations, and Regulations; and Rural Development, Energy, and Supply Chains.

Chairman Roger Williams (R-TX) leads the committee, with Ranking Member Nydia M. Velázquez (D-NY) representing the minority party. Recent committee activity has included hearings on threats to small businesses from foreign competition and intellectual property theft, as well as markup sessions advancing bipartisan bills to combat fraud in SBA lending programs. The committee has also worked on legislation addressing small business access to capital, disaster relief, and workforce development.
