Williams, Roger

Roger Williams is a Republican representative from Texas's 25th Congressional District who chairs the House Committee on Small Business, one of Congress's most powerful positions for shaping policy affecting entrepreneurs and job creators. As chair, Williams controls the committee's agenda, schedules hearings and markups, and determines which small business legislation moves forward in the House. The committee oversees federal programs supporting small businesses, including the Small Business Administration, and conducts oversight of executive branch agencies affecting entrepreneurs.

Williams brings substantial business experience to the role. He was born in Evanston, Illinois, in 1949 and raised in the Fort Worth area. He attended Texas Christian University, where he was an All-Southwest Conference baseball player, and was drafted by the Atlanta Braves before transitioning to business ownership. For over 50 years, he has operated a family-owned car dealership and cattle operation in North Texas. Before his election to Congress in 2012, he served as Texas Secretary of State from 2005 to 2007 under Governor Rick Perry. He has served in the House since January 2013.

As Small Business Committee chair, Williams has advanced legislation focused on pandemic fraud recovery and small business support. He sponsored the Put America on Commission Act of 2026, which addresses fraudulent pandemic loan recovery, and has championed bills extending the Small Business Innovation Research and Small Business Technology Transfer programs. His legislative priorities emphasize lower taxes, reduced regulations, and free-market policies that he argues enable small businesses to compete and grow.

Williams also serves on the House Committee on Financial Services, including its Financial Institutions and National Security, Illicit Finance, and International Financial Institutions subcommittees. Beyond his legislative work, he coaches the Republican Congressional Baseball Team and chairs the Congressional Baseball Caucus and Congressional College Football Caucus, reflecting his lifelong passion for sports.
