About

James R. Walkinshaw represents Virginia's 11th Congressional District in the U.S. House of Representatives. A lifelong Virginian and member of the Democratic Party, he assumed office in September 2025 following a special election to succeed the late Representative Gerry Connolly. Before entering Congress, Walkinshaw served on the Fairfax County Board of Supervisors and spent over a decade as Chief of Staff to his predecessor, where he gained extensive experience in regional transportation, environmental policy, and federal workforce issues.

In the House, Walkinshaw serves on the Committee on Oversight and Government Reform and the Committee on Homeland Security. His subcommittee assignments include Military and Foreign Affairs, Border Security and Enforcement, and Cybersecurity and Infrastructure Protection. He has established himself as a prominent advocate for the federal workforce, founding and co-chairing the Congressional Federal Workforce Caucus to protect the merit-based civil service from political interference.

Walkinshaw's legislative priorities include strengthening veteran services and ensuring government accountability. He introduced the Veteran Technology Employment Success Act to improve job outcomes for veterans in the tech sector and the Postal Supervisors, Managers, and Postmasters Fairness Act of 2026 to modernize pay negotiations within the U.S. Postal Service. Additionally, he has championed the FAIR Act and the True Shutdown Fairness Act to protect federal employees' pay and benefits during budget disputes.
