Summary
H.J.Res. 62 would overturn a rule issued by the Bureau of Ocean Energy Management in September 2024 titled Protection of Marine Archaeological Resources. The rule currently requires oil and gas companies exploring or developing operations on the Outer Continental Shelf to provide archaeological reports identifying potential underwater artifacts and remains at least 50 years old before receiving federal approval for their activities. Previously, such reports were only required when a regional director had specific reason to believe archaeological resources might be present.
If enacted, this joint resolution would eliminate the requirement for operators to conduct these archaeological surveys as a standard part of their approval process. This could mean fewer protections for underwater historical sites and artifacts during oil and gas development activities. The resolution is currently in the House and has not yet been voted on by the full chamber.
