Budget Process Enhancement Act
Summary
The Budget Process Enhancement Act would modify how the federal government handles its budget by imposing financial penalties on members of Congress and certain Office of Management and Budget employees when specific budget process requirements are not satisfied. If enacted, Members of Congress would have their salaries withheld, and certain OMB employees would have their salaries canceled, when these requirements go unmet.
The bill would also change how the Congressional Budget Office calculates its baseline projections for federal spending. Specifically, it would eliminate certain adjustments for inflation and other factors that are currently used in these calculations. These baseline projections are used to estimate federal spending and revenues under current law and help inform budget decisions.
